This building was built as a welfare facility for the faculty and staff of the Naval Academy, and symbolizes the regional character of Etajima, which has close ties to the former Navy. It is a Western-style wooden building dating from the late Meiji period, with a brick foundation. It has a small veranda above the porch, wooden raised windows, and most of the glass is from the prewar period. Inside, a desk, bed, billiard table, and other items that are thought to be from the period remain. The building is currently being utilized by a local group.
