The work was designed by architect Mamoru Yamada while he was working for the Ministry of Telecommunications (the predecessor of the former Ministry of Post and Telecommunications). At that time, the Ministry of Telecommunications was known for its many outstanding architects.
The building is based on the "modernist" style, which pursues rationality and functionality without ornamentation, and the exterior design is quite simple. Although damaged during the atomic bombing, the building did not collapse, and together with the Red Cross Hospital, it served as the center of treatment for A-bomb survivors. It is now used as a museum.
