Located in Shiwa-bori, an area that retains the atmosphere of an old farming village, the bell was built in 1922 after 15 immigrants to the U.S. donated a U.S.-made bell in support of a plan to build a time bell tower in 1921 by the Japanese Legionnaires' Association for the purpose of encouraging regular hours. The tower is 7.8 meters high and is made of concrete except for the wooden upper part, and its exterior is decorated in the art deco style that was popular at the time. The tower now has a siren on top of the bell (remodeled around 1942), and is widely known as a tower for telling the time.
