This public facility is located in the Kamihita neighborhood, where many townhouses with white stucco walls have remained since the Edo period. While preserving the exterior of the historic townhouse, the majority of the interior was newly constructed, making it a unique building even by national standards. Modern functions such as exhibition rooms, meeting rooms, and a library have been skillfully added, and a plaza has been created at the rear of the building to provide barrier-free access.
The building is a model for the revitalization and utilization of historical architecture.
