Built in 1923 and used as a chamber of commerce until 1971, it was donated to the city and, after restoration work, has been open to the public as a memorial museum since 2006. The building is a progressive reinforced concrete structure for its time, with a stairwell on the second and third floors and full-scale staircase-like council chambers. The exterior of the building has a washed-out finish, but the first floor is richly decorated with stone, as Onomichi is famous for its stone masonry. It is a representative building of Taisho Modernism that emphasizes the beauty of straight lines as if looking up, and is the oldest existing reinforced concrete building in Japan built as a chamber of commerce.
