This building was built as the Tsutsuka Village Hall. The building was constructed using lumber from the village forests, as the village has a thriving forestry industry. The building has a concrete foundation covered with hewn granite, mortar coated exterior walls, and scratch tiled hips. The central portion of the second floor is decorated with a semicircular arched entrance porch as a design accent. Although it is an old wooden building, it has been carefully used and is still in use as an active government building.
