This is the site of a water purification plant facility built on a hill in Hirahara-cho at the southern foot of Haigamine, from which the city of Kure can be viewed. The Hirahara Water Treatment Plant was the first water treatment plant for Kure City Waterworks, which was started in 1918 by supplying water from the naval waterworks (it is no longer in operation). It is constructed of brick and concrete, and consists of two ponds, one in the east and one in the west, centered on a passageway. The chimney-like ventilation towers on the north and south sides are made of brick and have a unique design.
